The division of Liquor Licensing and Enforcement needs to implement an end-to-end licensing and enforcement solution to address transactional licensing needs, reporting, mobility for liquor licensing inspectors, and elimination of paper - digitizing paper-based files within a modern framework to serve as a historical record. Part of this modernization includes creating a public facing self-service portal where licensees and applicants can manage their licenses.
The PM will work under the direction of the Director and Deputy Director to plan the solution strategy, to clear roadblocks, and to provide status to the Director and overall Stakeholder team. To ensure success, the PM will work closely with the project Sponsor, BABLO Director. Further, the PM will need to coordinate various other resources from within the business team and partnering IT teams. The PM will need to understand the challenges presented and lead efforts to plan collaborative strategies. The three major areas of the PM responsibilities will be:
Partner with a Business Analyst to facilitate the development of a detailed ‘current state’ analysis which will transition into the definition of ‘future state’ requirements
Working closely with the BABLO team, perform an evaluation of options based on future state requirements to determine the path forward: leverage an existing in-house solution vs RFP.  Create and monitor a detailed schedule to support the decision made as to path forward decision
Role Description:
Accountable for management of scope for the project 
Build and maintain relationships with key stakeholders and team members
Direct the planning and scheduling defined work
Manage and track the project progress against the project plan
Serve as the primary point of contact for all project-related issues and resolution of issues
Coordinate and present proposals to stakeholders as necessary
Identify and manage project risk and develops risk mitigation strategies, track to closure
Ensure resources adjust and revise estimates when necessary
Anticipate issues and proactively address them. Resolve conflicts with sensitivity and tact.
Coordinate the establishment of project standards and project specific procedures with team resources.
Responsible for project compliance with PMO standards and procedures
Responsible for the capture and reporting of required project management metrics
Responsible to tailor and baseline all program templates
Develop and facilitate achievement of project service commitments and performance metrics
Ensure that tasks provide value and support the strategic direction of the project and meet service commitments; conduct reviews with any and all impacted
Identify and track issues
Balance workload with project members’ capacity
Communicate to team members how their work assignments relate to and help achieve project objectives
Experience in public sector licensing and taxation concepts and constructs
Experience gathering level of effort data as related to scope of project
Experience in developing all required assets to execute a project plan: Scope & Schedule Mgmt plan, Risk Mgmt plan, Resource plan, Communication plan
Experience developing core project monitor, control, and communication tools: schedule, risk log, status reporting 
Experience working within a matrix-model accountability structure: project-to-Office-to-PMO
Strong facilitation skills
Highly organized and problem-solver
Strong verbal, listening, and written skills
Proficient in MS Project, MS Excel, Word, PowerPoint, Visio, SharePoint
